Malaysia and the Philippines exchanged notes and issued a communiqué reaffirming the Manila Accord as the framework for peaceful settlement of the Philippine claim to Sabah.
The framework was reaffirmed after Malaysia formed
The 1963 Accord was not only a pre-formation document. The later bilateral exchange reaffirmed it as a framework for peaceful settlement. This supplies evidence of the claim’s diplomatic continuation after Sabah had entered Malaysia.
